1 LGY5 for SSE

Allow TUL_GRAD_TRACKING_GRSE to use the LGY5 originator code for entering dissertation titles in SHATCMT.

Updated GORFDPL coding to include LGY5 originator code in Test.

After testing, I made changes in Prod.

Emailed Michelle Illidge on 9/25 with testing instructions.
