Configure GORTCTL - Last day to drop all registered courses

The last day to add and drop at 100% refund also needs to be configured as the last day students can drop all of their registered courses. After this date, students must formally withdraw from the University, due to Title IV Financial Aid regulations.

- Start date:
  - For fall terms, set to the first day of honors registration
  - For spring and summer terms, set to the first day of priority registration
- End date:
  - For fall and spring terms, set to last day to add/drop with 100% refund for POT 1
  - For summer terms, set to last day to add/drop with 100% refund for the Maymester POT.
