Producing transcript statistics - REG_TRANSCRIPT_TOTALS_C

This process produces two output files, the total number of official transcripts and the number of unique students who ordered official transcripts in a given year. The outputs show a monthly breakdown of transcript orders as well as the annual total. These numbers include third-party and electronic orders.
