Thank you for your email. The apostilling process for transcripts involves several steps.

 

To request an official copy of your Tulane Transcript to be apostilled, please review the following instructions:

  1. I will print an official copy of your Tulane transcripts which will then need to be notarized.

    1. The Office of the Registrar charges $10 per document for notarizing fees.

    2. FedEx tracked shipping for the transcript will be $35. This covers both the cost of a shipment to the Secretary of State as well as a final domestic destination. An international destination is $125.

    3. USPS mailing is free, but there is no tracking and the travel for the document will be much slower.

  2. Once your transcript has been notarized, it will need to be shipped from my office to the Louisiana Secretary of State to be apostilled.

    1. The LA SOS charges a separate $25 per document for apostilling.

    2. I will need the following information to complete this portion of the process:

      1. the country for which your documents needs to be apostilled.

      2. credit card number with expiration date and CVC for the Louisiana Secretary of State.

      3. the final shipping address for your documents.

    3. If you prefer to mail this information separately directly to the SoS, you can use the form found here. You can also provide these details over the phone at my direct line found below.

Please be aware that this process can take several weeks. The notary is in office once a week, and the shipment has two destinations.

Advising students

  • Some students may need guidance regarding whether or not an apostille or a notarization only is necessary.

    • Apostille is only for use of the documents outside of the country for work or study. The Secretary of State will not perform an Apostille for the US. A Notarization only will suffice.

    • Some countries do not require or accept an Apostille. More information about whether or not the final destination is a country using Apostille can be found by visiting the website or contacting the branch directly.

  • Some students may need guidance about adding a transcript to their order, how to order multiple copies, and what shipping options they have for this process.

    • A transcript can be added to the order by selecting the shipping option which includes the transcript:

      • transcript_domestic_express

      • transcript_int_express

    • Parchment is currently unable to allow for multiple copies in one order.

      • Instruct the student to order one document as an Apostille, and the other as a standard duplicate paper diploma. Ensure the student that both documents will be shipped and certified together.

      • If the student places an order for two Apostille, you should cancel one order and have them place a new standard order, to save them the shipping cost.

    • Apostille and Notary orders cannot be shipped using USPS. FedEx shipping must be selected. The order form will only allow domestic addresses to be entered when domestic shipping is selected, so have the student be sure they are selecting international shipping if they are trying to enter an address outside of the US.

  1. Scan the diploma on a Registrar Office printer and have email it emailed to yourself.

3. Once the document opens in Adobe, you will need to export the PDF into a JPEG image , (so that it can be inserted into the Word diploma letter).

8. Update the content of the letter to match the details of the Notarizationnotarization.

  • Edit the diploma image so that it fits in the top right corner by rotating and resizing.

  • The date

  • The Registrar name and title who will be signing the document

  • The pronoun of the Registrar

  • The degree name

  • The graduate name

  • The degree date

  • The Registrar name and title under the signature line

titleThe Notary Letter

On the 10th of June, 2022, before me, the undersigned notary, came and appeared Stephanie Davis, Senior Associate Registrar at Tulane University, who by her signature has declared under oath that this duplicate diploma, bearing the seal of Tulane University, indicating that the degree of Bachelor of Science in Engineering was awarded to Stephen Casey by the faculty of Tulane University on December 31st, 2006, is identical to an original diploma.

9. Save the document as the new graduate name (NOT the former graduate who was on the last letter) and the degree title.

10. Print the document on Registrar Letterheadletterhead.

11. Have the Registrar whom you named in the letter sign the document on their signature line.

13. The documents will be notarized at the opportunity of the Notary notary and returned to the Office of the Registrar.

To prepare a transcript, a specialized letter, or a section of the catalog for the Notarynotary, you will use the transcript letter instead of the diploma letter. You may be doing this in addition to a diploma.

  1. To prepare a transcript only for Notarynotary/Apostilleapostille, you will need to charge the graduate for the Notarization notarization and the appropriate shipping by utilizing Secure Login | Paymentech Solutions with Chase Merchant Services. If you do not have an account for charging credit cards, please see a Registrar.

    1. Notarization is $10.

    2. Shipping is $35 for domestic destinations, $125 for international destinations.

    3. You will need to reserve the credit card information if this order will go on to the Secretary of State, so that the charges for the Apostille apostille can also be made.

  2. Print a transcript from Banner for the student. More information on how to print a transcript can be found in the instructions: Printing transcripts

  3. Using the most recent transcript letter in the Registrar > Apostille > 202x Letters, update the content of the letter to match the details of the Notarization.

  • The dateDate

  • the name Name and title of the signing Registrar who will be signing

  • The Student name of the graduate

  • The type Type of document information, i.e. “transcript” may need to be changed to “this is an actual excerpt from the 2022 catalog under which the student NAME was admitted, and that all facts….”

  • The name Name and title of the signing Registrar under the signature line

 On the 9th of May, 2022, before me, the undersigned notary, came and appeared Jennifer Archibald, Associate Registrar at Tulane University, who by her signature has declared under oath that this is the actual transcript issued to Maria Ximena Venturini, whose name appears thereon, and that all facts which exist on the face of this document are true and accurate.

Before shipping the documents to the Secretary of State (SoS), a letter must be prepared identifying the documents, the destination country, and the payment method for the Apostilleapostille.
